Yet another example of self-parody

Excerpts from the purported draft Iraqi bill of rights, as reported by the Carnegie Endowment:
Article 1, Item 3: Any individual with another nationality (except for Israel) may obtain Iraqi nationality after a period of residency inside the borders of Iraq...

Article 1, Item 4: An Iraqi may have more than one nationality as long as the nationality is not Israeli.

Article 2: ...All Iraqis ... have the right to personal security in life and freedom except in accordance with the law.

So anyone (except Israelis) can become Iraqi after living in Iraq, and, lucky them, they have the right to personal security, except, well, unless the law says otherwise.
